In California, we have the Medical Information Act that predates HIPAA is much more restrictive. Our current task at CalPSAB is to just get California code up to par with HIPAA, let alone a new and improved version of HIPAA. And would that person, in fact, be wrong not to risk all just to be first? Sadly, we're probably going to have to wait until after the midterm election to get Congressional action on much of anything, and after that all we're hear about is 2012.
